BC context: BC Hydro's electricity grid is 98% clean, making electrification here among the most carbon-effective in North America. The CleanBC program offers heat pump rebates and EV incentives — but uptake depends on building stock, income, and tenure type. Fraser Valley and Metro Vancouver suburbs lead this index because they combine all the right factors: newer homes, mild Pacific winters (lower heating degree days), and higher household incomes. Communities in Northern BC and the Interior score lowest — exactly where fossil fuel dependence and driving distances are greatest, meaning the communities that need electrification most are least ready for it. The EV infrastructure sub-score is currently uniform at 25 for all communities due to ongoing DCFC data integration — this will be updated as charger network data is fully ingested.
